The executive management team provides leadership and support to operational managers and oversees effective business systems to ensure Juniper delivers the best possible care and services to our residents and clients.


Juniper's Executive Managers

Mr Chris Hall AM
Chief Executive Officer

Chris was appointed as the Chief Executive Officer in 2018 and is an ex-officio member of the Board. He has held senior leadership and corporate governance positions for over thirty years in the Australian not-for-profit sector and local government industry at national, state and local levels. He has worked in the community services, health, mental health, disability and aged care sectors. Chris has served on numerous advisory and consultative bodies and committees to federal, state and local governments and on the boards of various not-for-profit organisations. He has tertiary qualifications in business management, social work and the arts and is a Graduate of the Australian Institute of Company Directors, Fellow of the Australian Institute of Management, Fellow of the Institute of Public Administration Australia WA, and 2009 Churchill Fellow.

Dr Michael Preece
Executive Manager Residential

Michael was appointed as the Executive Manager Residential in 2017. He is a Registered Nurse with over 25 years in senior and executive strategic roles in healthcare, including Hospital Director of Nursing, Health Fund Management, Human Resource Management, Occupational Safety and Health, Management of Radiology and GP practices and for the past 12 years in aged care. Michael has a Bachelor of Nursing, Post Graduate Diploma of Health Science (Occupational Safety and Health), Post Graduate Diploma of Business (Human Resource Management), Master of Business Administration and Doctor of Business Administration from Curtin University.

Michael has extensive experience and expertise in the development and delivery of advanced enabling models of care and the provision of services for people living with dementia. This includes time on the boards of Alzheimer’s Western Australia and Australian Dementia Research Foundation. Michael is currently the Deputy Chair of the WA ACSA Divisional Council.

Ms Chris Oldfield
Executive Manager Community and Housing

Chris commenced with Juniper in 2012 and was appointed as the Executive Manager Community in 2016. She is a highly skilled aged care professional with more than 10 years’ experience in the health and community services sector in Australia. Chris commenced her career nursing in the UK before moving into the quality assurance field. After immigrating to Australia she worked in a variety of care support marketing and customer service roles. She has a Bachelor of Business in Marketing and Business Law and has completed extensive post-graduate training and development in leadership, strategic and business planning, workplace safety, and use of assistive technology for aged care and dementia care.

Chris is a highly effective communicator with extensive experience in policy development, budgeting and audits, conflict resolution and leadership and has served on numerous committees in the aged care and community services sector. She is currently a member of ACSA’s Community Care Committee (WA Division).

As Executive Manager of Juniper’s home care and housing, Chris has been at the forefront of Juniper’s response to unprecedented regulatory change, tough economic times and changing customer expectations. She provides strategic and management oversight for more than 200 care, management and administration staff who help deliver quality care and enable a good life for more than 1,800 home care clients and 900 independent living residents across one of the largest service areas in Australia, encompassing the Wheatbelt, metropolitan Perth and Busselton in the South West.

Mr Bill McDonald
Executive Manager Human Resources

Bill was appointed as the Executive Manager HR in 2010. He holds a Bachelor’s Degree in Human Resource Management and Industrial Relations, a Master’s Degree in Workplace Injury Management and Occupational Rehabilitation and a Master of Business Administration. With over 25 years’ experience in all things worker-related, Bill’s strengths in the areas of people development, leadership and employee relations have helped Juniper’s workforce grow significantly. He has a hands-on leadership style that encourages communication and consultation at all levels. Bill has been pivotal in driving cultural change that has led to a more engaged workforce. Through leading a team of HR professionals in areas such as learning and development, health and safety, employee relations, payroll and recruitment, Bill has helped to establish Juniper as an employer of choice in Western Australia.

Mr David Fisher
Executive Manager Business Services

David commenced with Juniper in an executive role in 2007 and is now the Executive Manager Business Systems.

David is a highly innovative, results driven and achievement orientated Executive Manager. He holds a Bachelor of Accounting Science (Honours), various other qualifications recognised by CPA Australia, and is a current member of the Governance Institute of Australia (GIA), having completed their Certificate in Governance for Not-for-Profits and Graduate Diploma of Applied Corporate Governance.

With over 25 years of post-graduate experience in business, he has demonstrated a track record of success in small to large organisations across Property Management, Intellectual Property, Information Technology and Aged Care. His role focuses on Juniper's commercial and strategic business objectives, by ensuring that operational executives and managers have the resources to deliver services to residents and clients and by providing strong commercial and financial leadership. He analyses the organisation’s business and information needs, and develops systems, processes and procedures to meet those needs, all in a highly regulated environment with funding constraints and increasing demand for services.

Mr Mick Burke
Executive Manager Assets and Planning

Mick was appointed in 2006 and is responsible for the alignment of Juniper’s buildings and land assets portfolio with its business and service needs. During his twelve years with Juniper Mick has had oversight of over $150m worth of major capital works with a strong ongoing pipeline of construction activity. He applies rigorous financial, design and risk testing through the use of business case analysis for project development and delivery.

Mick is a registered builder and holds a Bachelor Building Surveying and a Master of Business Administration. His recent tertiary study has been on the elements of building design, operation and fitout that will provide the best environment for people living with dementia.

Before commencing with Juniper Mick operated a for-profit private business and worked in the local government sector. As a professional builder Mick won acclaim with a Master Builders’ Association (MBA) Building Excellence Award and four Housing Industry Association (HIA) Home of the Year Awards.
